Provisions have been put in place to help workers and families survive the economic hardships associated with coronavirus. Changes as of 3/24/2020 are:
- NYS is waiving the 7-day waiting period for Unemployment Insurance benefits for people who are out of work due to coronavirus closures or quarantines.
- If you are filing a new unemployment insurance claim, the day you should file is based on the first letter of your last name. If your last name starts with A - F, file your claim on Monday. For last names starting with G - N, file your claim on Tuesday. For last names starting with O - Z, file your claim on Wednesday. If you missed your filing day, file your claim on Thursday, Friday or Saturday. Filing later in the week will not delay your payments or affect the date of your claim, since all claims are effective on the Monday of the week in which they are filed.
- Telephone filing hours have been extended. They are currently Monday-Thursday 8am-7:30pm, Friday 8am-6pm, and Saturday 7:30am-8pm.

The Department of Financial Services (DFS) issued an emergency regulation requiring that, during a specified time, New York State regulated financial institutions provide residential mortgage forbearance on property located in New York for a period of 90 days to any individual residing in New York who demonstrates financial hardship as a result of the COVID-19 pandemic, subject to the safety and soundness requirements of the regulated institutions. The emergency regulation also requires that, during a specified time, New York regulated banking organizations eliminate fees charged for the use of Automated Teller Machines (ATMs) that are owned or operated by the regulated banking organization, overdraft fees, and credit card late payment fees for any individual who demonstrates financial hardship as a result of the COVID-19 pandemic, subject to the safety and soundness requirements of the regulated banking organization. This emergency regulation is adopted pursuant to Governor Andrew M. Cuomo’s Executive Order No. 202.9.
The DFS emergency regulation provides that for the duration specified in the Governor’s Executive Order, which may be extended, New York regulated institutions are required to:
- Make applications for forbearance of any payment due on a residential mortgage of a property located in New York widely available to any individual residing in New York who demonstrates financial hardship as a result of the COVID-19 pandemic, and grant such forbearance for a period of ninety (90) days, subject to the safety and soundness requirements of the regulated institution, and the federal exceptions listed;
- Provide the following financial relief to any individual who can demonstrate financial hardship from the COVID-19 pandemic, subject to the safety and soundness requirements of the regulated banking organizations: (i) eliminating fees charged for the use of Automated Teller Machines (ATMs) that are owned or operated by the regulated banking organizations; (ii) eliminating any overdraft fees; and (iii) eliminating any credit card late payment fees.
Regulated institutions are not limited to offering the types of relief listed above. Regulated institutions are encouraged, consistent with safe and sound banking practices, to assist individuals with a demonstrated financial hardship as a result of the COVID-19 pandemic in any additional manner they deem appropriate.
This emergency regulation is not applicable to, and does not affect any mortgage loans made, insured, or securitized by any agency or instrumentality of the United States, any Government Sponsored Enterprise, or a Federal Home Loan Bank, or the rights and obligations of any lender, issuer, servicer or trustee of such obligations, including servicers for the Government National Mortgage Association. The emergency regulation also does not apply to any commercial mortgage or any other loan not described in the regulation.

RESIDENTIAL REHABILITATION PROGRAM
City of Kingston homeowners may be eligible for home repair assistance through the Residential Rehabilitation Program, a part of the Community Development Block Grant (CDBG).
CDBG funds will be used to provide up to $25,000 of rehabilitation assistance to owner-occupied households that meet low to moderate income eligibility criteria. Funds are provided in the form of a deferred interest-free loan that is forgiven after 10 years. Eligible household income must be at or below 80% of the area median income, which is currently $66,650 for a family of four, and is adjusted based on the actual household size. Eligible properties must be located within the municipal limits of the City of Kingston and the property must be the homeowner’s primary residence.
Correcting code violations, mitigating health and safety hazards, and improvements like repairs to or replacement of roofs, heating systems, radon, asbestos and lead paint hazards mitigation, porches, water heaters, water and sewer connections, and accessibility improvements and projects that may be addressed by the funding.
