Municipal Art Policy Adopted by Common Council,
Public Survey Launched
KINGSTON, NY – Mayor Steven T. Noble and the Department of Arts & Cultural Affairs are pleased to announce that the Kingston Common Council has unanimously approved the City’s first-ever Municipal Public Art Policy and Municipal Art Collection Plan.
The Municipal Public Art Policy, the creation of which was recommended in the Arts and Culture Master Plan, is a roadmap to present art in its many forms on municipal property and steward the City’s vast art collection. The policy provides-- for the first time in Kingston’s history-- a process to commission new public art. The policy addresses how public art owned or commissioned by the City will be acquired, managed, and maintained and outlines public engagement methods and strategies.
“This policy will guide the City’s art commission, collection, and maintenance going forward, which aligns with our goals of growing the City’s creative economy and nurturing the arts,” said Mayor Noble. “This well-thought-out policy positions the arts as not only important for the greater community, but also integral to the city’s daily operations.”
The Municipal Public Art Policy pertains to public art in all forms—including, but not limited to visual arts, performing arts, literary, and new-media arts on city-owned properties/sites and does not apply to public art on privately owned properties/sites.
As part of the policy’s three-year action plan, the Department of Arts and Cultural Affairs has launched a community public art survey in English and Spanish. The survey gauges the Kingston community’s interest in public art, which will inform planning for future arts and culture programs and projects.
The English survey can be found here, and the Spanish survey can be found here.
Additional opportunities for community engagement will be announced.
Kitt Potter, City of Kingston Director of Arts and Cultural Affairs said, “The voice of the community is important to us and we are enthusiastic to begin a listening tour and public art survey to understand the Kingston community's thoughts and feelings about public art as we plan future arts and culture programs and projects. We’ll be embracing community-focused projects and this work will help guide us.”
The Municipal Public Art Policy and Municipal Art Collection Plan was drafted by McGregor Consulting, with guidance from the Department of Arts & Cultural Affairs, the Kingston Arts Commission, and the Public Art Policy Committee.
