City of Kingston Selects Stantec as Consultant for
Citywide Parking Study
KINGSTON, NY – Mayor Steven T. Noble is pleased to announce that the City of Kingston has selected Stantec as the consultant for the Citywide Parking Study.
Mayor Noble said, “We are excited to announce Stantec as our consultant for the Citywide Parking Study. Stantec has great expertise in this area, and we look forward to working with their team to evaluate our existing parking conditions, identify areas where our capacity can be better utilized, and create strategies to better manage on and off-street parking across the city. We know parking is a pressing issue and our community is eager to weigh in. I encourage everyone to follow the project on our Engage Kingston website, where you’ll get updates for engagement opportunities throughout the next several months.”
Stantec is a global leader in sustainable architecture, engineering, and environmental consulting with decades of experience in delivering parking studies. The firm will lead the study through its Boston and Albany offices, partnering with Highland Planning of Albany for public outreach and M&P Engineering and Land Surveying for local analytical expertise.
The Citywide Parking Study will:
- Inventory and assess publicly available parking
- Identify needs and opportunities in relation to recognized standards of similar communities
- Develop recommended strategies and programs to address parking needs, including but not limited to: parking management; connectivity; physical parking changes; regulatory and zoning changes; signage, education, and marketing materials; public-private partnerships
- Provide necessary implementation strategies related to proposed parking system changes
“Parking plays an important role in supporting economic vitality, accessibility, and quality of life in communities,” said Liza Cohen, principal and project manager at Stantec. “We’re excited to partner with the City of Kingston, Highland Planning, and M&P Engineering and Land Surveying to develop a comprehensive understanding of how parking is used today and identify practical, community-informed strategies to support the city’s future needs. We look forward to engaging residents, businesses, and stakeholders throughout the process.”
The Citywide Parking Study will begin in July by evaluating existing conditions. In the early fall, Stantec will be in the field collecting parking occupancy data and expects to hold the first public meeting in October 2026. Final recommendations are expected in late spring 2027. Robust community engagement will be utilized throughout the study, including a Project Advisory Committee, public surveys, and public meetings.
In August 2023, Mayor Noble and Council President Shaut formed a Parking Task Force to gather community input regarding parking issues in the City of Kingston and to create a Request for Proposals (RFP) for the study. In February 2025, the City of Kingston was awarded $100,000 from the Mid-Hudson Regional Economic Development Council’s Strategic Planning and Feasibility Studies Program for the citywide parking study.
